This is from a different focus than what the Utility Department was looking for. Their focus was clearing up any billing or meter reading issues, while the following list is from a more physical installation perspective. The challenge we are facing is the condition of the meter and box installations through the construction process. I have been instructed not to turn in a meter inspection form to our Utility Department (the first step in activating an account) until “everything” associated with the physical installation is correct. Obviously, that would mean that the water would not get turned on (except for testing the plumbing and backflow devices) until everything is right with the meter settings and box settings. During the building process, the various building subcontractors are accessing the sites and driving vehicles and equipment across the front of the sites (including over the meters, boxes, and cleanouts) subjecting them to damage and covering them with either dirt or miscellaneous building materials. This makes activation of the water services very difficult. Once the services are active (connected, turned on, and billed) they must be accessible at all times for reading and maintenance. If active service is desired at any location prior to finishing the building, the meter and meter box installation process must be finished (in all facets including orientation and grade) and the meters and boxes adequately protected from damages. This will also help to prevent the necessity of replacing boxes multiple times. It would be best if applications and deposits for service be withheld until such time as this process can be accomplished. With all this being understood, the following outstanding issues have been identified for remediation: · 3893, 3895, 3897, 3899 Asbury Lane - meters/boxes are buried · 3914-3920 Amberwood – meters/boxes are buried · 3890 Everwood – meter box is crushed · 3900-3912 Amberwood – place gravel in meter boxes · 3900 Asbury – meter boxes (domestic & fire) are crushed · 3902, 3904, 3906, 3908 Asbury – fire meter boxes are crushed · 3900-3908 Asbury – place gravel under meters at all meter boxes · Per our meter box installation specification, there is to be a 3-4 inch layer of washed gravel placed in the bottom of the meter box, with a 3-4 inch free space (air gap) below the meter. Meters are to be set level in all directions. All curb stops and connections are to be accessible for operation and maintenance. Boxes are to be set to match final grade with the top level with the top of the dirt portion of the sod, or level with the ground if in a landscaped bed. No shrubs or other plants are to be placed where they will overgrow the meter box. In addition, with the establishment of ground cover, curb inlet protection may be removed at the inlets: · Commercial at the IHOP · the north end of Everwood · at the drive to Humperdink’s Restaurant · at Asbury at Belt Line. It has been a while since they last looked at it and I am not sure what Bryce handled, so this will give us a very detailed list that should resolve any unresolved issues. On the drainage, I have told Parks that the contractor will be expecting reimbursement from the town should they dig up the connection and there are no problems.
