One bad apple spoils the whole bunch.  If the drilling sub's name is Matt, I would find another drilling sub.  If he will hit a line with Jose standing there telling him to stop, there
is no telling what else he is capable of.

They should be a minimum of 5' from the waterline anyway.

I did want to warn you that there is a guy named Matt on site that seems to
be doing cowboy construction.  He is not paying attention to where the
screening wall should be placed.  He was also very rude to several of the
utilities personnel who were only trying to help him out.  I would feel more
comfortable if he was replaced.
