I have witnessed to many times that FEMA is way off when they updated maps. A physical survey has always trumped aerials in locating centerline of creeks, etc. I could go on but you clearly feel one way and I am doubtful of the data based on experience, surveys, maps and models. Just let me know what you decide and what FEMA has to say as I do not want to nor do I bet that you want to argue about which way is more accurate. One way or the other, the structure is either barely in the floodway or it is not. The FEMA reviewer did not seem to worried about it when I discussed it with them. Because we cannot survey out the location of the floodway, we have to make a decision based on the best information we have available. I would consider to be the GIS information than scaling a 1” = 1000’ map. I will let you know what FEMA says. Thanks, Clay Barnett, P.E. What I cannot accept that there is a 40 foot discrepancy between the on-site survey which is more accurate than aerials, etc. When scaling drawings an error can occur, I utilized a to a higher gradation to allow for a slightly more accurate scaling than just staying at a 1000 scale. How did you obtain location of Savoye in the GIS system? I am sure you like I have encountered times where a GIS systems shows items in certain locations but in reality they are not exactly in that location. It all goes back to how the particular items were placed into the GIS system and has it been verified etc by actual survey? It does not need to be manipulated in any fashion and is much more accurate than scaling from a drawing. It shows the porch area at the southeast end of the concrete structure to be inside the floodway. This level of accuracy would be extremely difficult to obtain at 1” = 1000’ as shown on the flood maps. I will discuss the issue with FEMA and let you know what I find out. Thanks, Clay Barnett, P.E. The FEMA FIRM map shows that the floodway is 66 feet from centerline of the creek along the north bank of the creek prior to any channel work. I just compared the original topo with Savoye 1 overlaying and am finding that the portion of Savoye 1 that you are showing in the floodway is in the 68 to 70 foot range from Centerline of original creek. Your map is showing it 40 or so feet inside floodway. Something is not adding up. As a reminder floodplain should be set from centerline of creeks, you are not supposed to line up on streets. Please let me know what you find, I will be happy to meet you and go over the maps. It appears that FEMA is correct that a portion of the Phase 1 Building lies within the current regulatory floodway. Once the LORM process is complete and reflects the relocation of the floodway, it will reflect that the building is no longer in the floodway. Until that process is complete, we cannot sign the Community Acknowledgement. If you have any questions, please feel free to contact me. Thanks, Clay Barnett, P.E. We disagree that any of Savoye 1 has been constructed in the regulatory floodway and have talked to FEMA about it. I spoke with Dave Barley, the FEMA reviewer, that generated the request for community acknowledgement. He compared the approved CLOMR work map, the survey that showed the floodplain, floodway and property lines, with an overlay of the FEMA firm panel. He feels that the property line close to the bridge crossing of Ponte Avenue is close to the floodway and therefore they want the form signed by the community so they can have a comfort level that if any improvements were constructed close to the floodway that proper methods were observed. Just as a reminder, FEMA approved our CLOMR that is reflecting a great deal of improvements and changes to the regulatory floodway through this reach. Once the improvements are complete we will be required to submit a LOMR for approval and formal revision of the FIRM map. The LOMR-F will remove the finger of floodplain that projects into the park parking lot south of the building. If you will email me a signed copy, I can email it to Mr. Barley and he will finish up the LOMR-F request.
