Ron Lee and I have never been authorized by the town to approve vehicular brick. I apologize if there was any confusion about this in the past. Clay Barnett, Robin Jones and Dave Wilde with the public works department review submittals, approve and inspect any vehicular brick installed in Addison. I believe Clay made this clear in his pre-construction meetings for all of the projects mentioned in your email. Ron and I have approved pedestrian brick on Addison Circle park projects in the past, including Spruill Park that was under construction about the same time last year. I recall speaking with Mr. Vialtal last year about Borel pedestrian brick for Spruill Park, which is the brick we ended up using, and we may or may not have talked about Belden brick for this particular park project. There also could have been conversations about Belden brick on other developments, because I do remember there being a shortage of Acme and Pine Hall brick that was originally specified for the park pedestrian areas I have had numerous conversations with a multitude of brick suppliers and paver contractors over the past year. My recollection of conversations I had with you are that if Belden brick was approved (meaning by Public Works) for vehicular brick for Allegro or other projects completed in the Addison Circle District, then it would make sense that it would be okay for the Meridian development, that is, if the public works department approved it. To his end, the developer for all of the projects you mention, as well as, the respective engineering firms, the general contractors and project managers should have been fully aware of the proper channels to go through for approval of alternative materials, particularly vehicular brick, as directed in the pre-construction meetings held by Clay Barnett. I cannot find anywhere in the pre-construction notes that Slade Strickland and/or Ron Lee with the Addison Parks Department will approve vehicular brick. I have repeatedly had to defend myself and my company in that we did not seek approval for the Belden brick pavers by Boral Bricks. In all of the years we have been working with the Town of Addison we have installed countless projects without any problems. As you are aware the Eureka pavers that Acme used to sell are no longer available. It is true that now Acme has a paver that has been approved but was not available or in stock at the time of our installation. This is a bridge that I and many other installers are facing in this rough economy. Brick suppliers are on a “make to order” basis and do not stock material as it is considered as money sitting on the ground. We have used Pinehall pavers as well as just about every other paver available in our market but we are now limited to only a few manufacturers that can produce traffic rated pavers on a short notice. The Belden brick was the only paver available to us in the time frame that Forcecon allowed us. Waiting 12-16 weeks was not an option for any other product. As a result Roger Henjum (my brother and my partner) approached you with the same situation for the Allegro, a project diagonally across the street, at which time on January 9, 2009 at 7:50 in the morning you called him and approved the use of the same paver that you approved on this project, the Belden brick, which was submitted in late December of 2008. Mr. Rafael Viallta with Boral Brick (once again going through the proper channels for this project) approached you for the same approval and you gave it both to him and to me. Are we all mistaken that you did not approve these pavers and if so why were they allowed to stay on the Allegro and in Two Addison Circle, a project that Mr. Ron Lee also with your city approved?
