The spec itself looked great. Just a few tweaks to help clarify a few issues: Advertisement for Bids (AB-2) · On item 1, the Finance Building is listed as the dropoff location. I imagine this has been changed in an updated copy of the spec book, but I would rather not assume anything. · The bid number (11-10) should accompany the project name throughout the spec book. Again, this may already have been changed. · On item 3, I suggest removing the binder of insurance clause. The bid bond/bank check is usually more than enough flexibility for any contractor and project, and the paragraph is already really wordy. In its place, I would tack on “due at the time of bid opening” to the preceding sentence. Although we specify this later on in the document, the last thing we want is for one missed technicality to invalidate a bid. Better to be safe than sorry. · On item 8, it may be a good idea to flip the order of the two sentences. Most of the questions I get in any bid like this are technical questions that need to go to you. If they read “information on bidding, contact Matt McCombs,” they’ll likely just call me, rather than reading on. This should get the contractors questions to the right person much more quickly. Instructions to Bidders (IB-2) · On item A, add 11-10 to the project line. · On item E, add February 2nd to the pre-bid conference line. Also, it may be a good idea to clarify if this a mandatory or optional pre-bid conference. · On item K, add 11-10 to the project name line. · On item U, change the last sentence to read “Such checks or bid bonds will be returned upon request to any vendor who is not awarded the contract.” Stipulating that we WILL return the checks or bid bonds is usually an extra step that few vendors actually care about. (I’ve only received a dozen check/bond return requests since I started.) The insurance requirements looked alright – if you and Freese feel these are acceptable limits, then I’m on board as well. Was I crazy, or was there some talk at one point of having a solar component to this project? I may be mixing my projects, but I thought it had been discussed at some point? I’ll get this advertisement out to DMN tomorrow, and I’ll copy you both in on it. The only thing I need for sure before then is a clarification on if the pre-bid meeting is mandatory or not. I have assumed in the schedule that you will advertise on 1-21-11 and 1-28-11, and that bids will be opened on 2-11-11. I have also assumed that since we have a pretty short advertisement schedule, we won’t have a pre-bid meeting. Please let me know if you have any comments on any of this. Also, we’ve begun uploading plans and specs to CivCast for prospective bidders to download on several of our projects. If you would like for us to do that on this project, so you don’t have to coordinate selling plans and specs, we would be glad to do so. If so, please let me know and I will update the Advertisement for Bids accordingly. I also have a handful of other questions for you to finalize the contract documents: 1. Do you have a bid number I can put on the spec cover? 2. What are the normal working hours and days that the Town allows contractor’s to work? Do you charge the contractor for inspector overtime for working outside these days and hours, or during holidays? 3. Do you have a specified day of each month that will be considered the end of monthly pay period?
