It is a big notebook, so I will have to bring that when we meet next week. I have scanned some of the items to send to you for discussion purposes. As a summary, here are my thoughts on their qualifications: 1. They have constructed several composite elevated tanks; they began constructing these in 1995. I’m comfortable that they are qualified to build composite elevated tanks in general, with both the engineering/design capabilities and construction capabilities. 2. Our spec currently indicates the manufacturer must have experience on at least one composite tank with a doubly curved bowl. Caldwell does not have that experience on a composite tank, but they have constructed several tanks with curved bowls with other types of pedestals, such as fluted/spheroidal tanks. I also spoke with CB&I to double check with their experience on curved bowls. They are in the same boat, that they have a lot of experience with curved bowls but not with composite tanks. I am comfortable that both Caldwell and CB&I have the capabilities to provide the curved bowl. I would recommend that we include in the addendum to change “must have experience on at least one composite tank with a doubly curved bowl” to “must have experience on elevated tank with doubly curved bowl”. 3. The look of the concrete pedestal is what concerns me the most. Caldwell is qualified to construct a structurally sound pedestal; however, some of the pictures they provided in their package of composite tanks are concerning. I have attached several of these pictures for you to look at. As you can see, some of the tanks, at least from the pictures, look pretty good and have a uniform look, such as the Granbury, Goshen, and Powdersville tanks. However, the pictures of the Foxboro, St John, MMRC, and Watson tanks do not show the consistent, uniform look that I think is critical to the aesthetics of this tank. I know that the consistency of concrete mixture provided has a good deal to do with obtaining a consistent, uniform look, but I believe that the forms and method of concrete placement has a lot to do with it also. Caldwell does not have the min. 6’ form system that is specified, and they do not use the tie-throughs that provide for additional form rigidity. 4. The last file I have attached is a copy of a court judgment that Caldwell included in their package. They did not provide an explanation of why they included this in their qualifications package, but it is a lawsuit that apparently involved Landmark, the City of Meridian Mississippi, and Caldwell. I’m not sure how this has any bearing on their technical qualifications, and not sure why they included it. Before making a final recommendation on the submitted qualifications package, I would recommend going to look at a couple of their projects, one that is under construction (Royce City) and one that is completed (Granbury).
