Claire, Only the storm sewer system in the public right-of-way needs to be included. The detention area is not required to be included. I assume they need it now for Public Inspection Fee assessment. Could you please take a look at the attached & let me know if it appears accurate? My main concern is with the storm drainage. Some Cities do not include any TXDOT items as they are to be inspected by TXDOT. Other Cities do require these items to be included in fee assessment & maintenance bonding for the City. Also, the detention ponds do appear to be in easements, but need to confirm whether they should be included in this breakout.
