My understanding was that this additional pipe was relayed so that they could lower the pipe to correct their goof-up.  If that is the case, I do not see how the town is liable for it.

Yes.  There is additional 60 LF of line making the total quantity 120 LF.  The additional 60 LF is due to a revision to move the casing to accommodate the stairs in the park.
