Clay, NTC would like you to strongly reconsider your recommended paving panel removal for valve repairs. After the initial inspection, attached, that was produced on 4/20, it was determined that the “VS” note was referring to valves that you all couldn’t install your locking debris caps on. The valves were all inspected by your crew and acceptable at that time and nothing was said about “potential future issues”, but now you claim they are not acceptable? As you can see from my email below, NTC performed the very labor intensive repairs to these stacks which we haven’t even requested pay for in a good faith effort. This effort was based SOLEY upon our weekly meetings and overall understanding of everyone involved where you clearly defined the “VS” callout. NTC cannot justify replacing entire panels of concrete for valve nuts and stacks that are perfectly operational and previously accepted. Please reconsider as we feel this is not rational or justified. I have attached pictures from our valve repairs which allowed your crews to install their locking debris caps (valves labeled “VS” that is).
