Zach, The fee for Kleinfelder is not a fixed fee based on the contract. It is a time and material fee. Since Kleinfelder is already doing the inspection for the road and will be doing the inspection for the bridge, it is unlikely there will be any cost savings and may actually cost more. Additionally, the funds for the inspection and testing were allocated by council and cannot be removed without an amendment to the Master Facilities Agreement for Vitruvian Park. We have discussed the park project with three testing laboratories equivalent to Kleinfelder and believe we can offer a substantial savings if this work is included in our scope or if UDR utilizes a lower bidder. Here is what I was able to come up with from the lowest bidder. Since the lab will also act as the inspector the representative will be required onsite full time for approximately 45 to 50 hours per week. Since the work to be inspected is very difficult structural concrete it will require a NICET Level II qualification rating. Here is what the lowest bidder proposed as included in their scope: 1) Full time NICET Level II representative for 18 months or as required 2) 50 hour work week onsite 100 % 3) Laptop, phone, internet, other equipment, etc… included 4) Travel expenses for duration of job 5) Daily reporting to City, Developer, Engineer and Contractor as required 6) All reports reviewed, certified and stamped by Texas licensed PE 7) Unlimited densities 8) Unlimited cylinders 9) Up to 10 proctors onsite 10) Structural inspection of steel 11) Inspection of all other trades to verify conformance with bid documents and city standards 12) Firm is Minority Certified Firm ( not sure if this matters ) Not to exceed price of $ 225,000 which is 2.6 % of a theoretical contract total of $ 8,500,000. This would represent a savings of $ 115,000 which could be added to the total of already acceptable options. If this is a possibility please let me know and I can get their qualifications which will include work from many other municipalities on projects like this one. NTC would accept this as an addition to our contract for this amount if that would be required as well.
