Andy, Thank you for elaborating on your statement. The amount of revisions on the Phase 1B project were required for the development. I “little confusing” is an quite an understatement. I would recommend that you allow the contractor to overbill / underbill quantities with changes and then do one final quantity adjustment at the end. It just gets a little confusing to go and have to check 9 different change orders for minor items (quantity adjustments). Now big changes and new items, I would agree warrant change orders every time, but minor adjustments, in my opinion, should just be settled up in the end. They are getting all of their back-up together now with delivery tickets and other proof that the poles / fittings were actually furnished. I think that they have a legitimate claim on this one. When I get all of the information, I will pass it along to you for your review.
