Would you please send me responses to Bill Wallace's comments?  Please comply with his major direction or if you can't, please explain why not.
If we can't comply with his comments, it will not be acceptable to Farmers Branch and possibly FEMA.  This may impact schedule for construction.  Please let us know your status asap.
