Per our discussion this morning of the alleged cost overages for Vitruvian Park and in particular the park and bridge costs, I wanted to point out the following facts: · Original budget request was for $44,000.000 and the Town of Addison reduced the contribution to 39,900,000. Net Loss of 4,100,000. · UDR requested an 8% Construction Management Fee that was not contemplated in the budget. Net Loss of 3,200,000. · Town hired Kleinfelder to perform Observation and Testing that was not contemplated in the budget. Net Loss of 1,600,000. This is an $8,900,000. loss to the overall project. Based on the first phase funding of $23,300,000 (Brookhaven Club Drive, Bridges, Park and Phase 2 infrastructure), the pro-rata loss for this work included in phase one funding would be approximately $5,200,000. So instead of $23,300,000 we actually had $18,100,000 to work with. Now let me remind everyone that the original budget for bridge construction was based on two bridges over the creek which at that time was proposed to be arched culverts with stone facing, similar to the bridges you would see in Central Park in New York. That is what was budgeted, but the architectural design of the bridges evolved into suspended arch bridges with a slender slab profile – very one-of-a-kind and way beyond a typical bridge. The park that we currently have designed goes way beyond that which was budgeted. The park concept that was budgeted was based on leaving the creek in its natural state and building two off-line lakes (one on either side of the creek). The ultimate park design by KSS created a huge lake with islands, waterfalls, and many additional amenities that are way beyond our imagination at the time it was budgeted. An example of items that were added to the park that were not in the original budget are shown below along with the added cost to the project: * Wildlife Observation Deck $ 350,000. * Belvedere $ 75,000. * Water Recirculation System $ 225,000. * Islands $ 385,000. * Grotto Waterfall $ 175,000. * Grotto Pergolas $ 140,000. * Grotto Ford Structure $ 72,000. * Amphitheatre $ 135,000. * Bridges to Islands $ 110,000. * Street Fountain $ 135,000. * Tree Preservation Wall $ 40,000. * Weir Structures $ 60,000. * Screening Wall along Townhomes $ 360,000. * Sewer Replacement along Creek $ 350,000. * Ponte Bridge Staircases $ 100,000. * Handicap Accessible Ramps $ 200,000. * Veneer Lined Steps under Bridge $ 300,000. * Cut Limestone Rock Slope Protection $ 100,000. These items alone total more than 3,300,000, which if added to the original park budget, we would be right in line with the current construction bid. This number also does not include the extensive landscaping currently planned in the park (far beyond what was budgeted), the fancy and exclusive lighting fixtures, and many more unique items that make this park something special.
