SUBJECT: Paver section vs. specifications discrepency

QUESTION: There seems to be a discrepency b/w the paver underlay material, bituminous underlay or sand? I have attached a copy of the spec section which calls for sand, and a copy of
the cross section show on sheet 29 displaying a bituminous underlay. Please advise.

PROPOSED SOLUTION: As of now, all pavers have been installed using sand with the intrepretation that the specifications overrule the plan detail. However, moving forward, we need direction
and clarification. NTC proposes to keep using the sand underlay and add a polymetric sand in the joints.
