Please see the attached photo of the area under Bella Ln.  It appears that you have the same issue on the south side as the north in regard to the area that Austin excavated for their
bridge construction.  The material is too loose and saturated to perform any type of compaction without building another ramp for access into the creek, excavating the material, and
importing dry material.
