However, since water is continuously flowing from upstream segments of FB creek, the water elevation may never drop and thus the water well pumps may never come on. Thus, the evaporation loss from the large pond is made up by water from the upstream segments of FB Creek. Thousands of gallons of water therefore never comes to FB. A float valve alone will not work and it may already be addressed through evaporation loss and makeup well water? 2) How is Addison going to account for daily changes in evaporation rates? Are they going to utilize the worst case scenario and pump X gallons of water per day to maintain downstream flow? 3) What kind of Operation and Maintenance plan do they have? If pumps are down for service or are not working, then how do they intend to maintain downstream flows? 4) What is the quality of the groundwater to be pumped? 5) When complaints are received, especially during drought conditions, how are we going to check for compliance with a water use permit and zero diversion requirement? 6) Why is the water well not already installed? It is true that the water use permit is still being processed, but much of the infrastructure is already in place. If the permit is contested and delayed, is the developer going to continually (24-7) pump water downstream to FB to maintain flow? As discussed, we have no water flow coming into FB at this time and probably have not had for several weeks. Historically, water has always flowed downstream from the old dam even during extended drought conditions. Keith, it just seems to me that permit or no permit, the water well will be needed unless the developer is going to restore continuous flow by other means which will likely defeat the purpose of the water feature project. I think we can get everything worked out, but we need to work fast. Thanks!
