He is completely ok with us pumping the water from the upper lake area into Reach 2. He is also perplexed at Mr. Wrights issues with creek flow. He said if need be, he would be more than glad to explain to Farmers Branch that this creek is in fact classified as an intermittent stream and not a perennial one as Mr. Wright seems to think. Nick and I spend about 45 minutes reviewing everything with him that we are doing on site. When he left my office, he seemed to be satisfied with what we are doing. Now today I found out that he is calling Keith raising cane about us “impounding” water. As you know, we are fighting two battles out here: 1. Satisfying the requirements of the USACOE. a. Work in the dry b. Not leaving the creek bed dry longer than need be. 2. Lack of precipitation. As I explained to Mr. Wright, we are barely getting any flow from upstream because we have not gotten any measurable precipitation for over a month now. We have the creek cofferdamed off to do the soil nail walls on island 2 and the connection walls where the TxDOT bridge once was. We have been pumping around this area. The problem is, because of the very low flows we are getting from upstream, the pumps are drying out the creek in Reach 3. I told Mr. Wright that we had the pumps off at that moment to allow Reach 3 to fill back up. We were doing that because one of the biggest issues Stan’s boss had at the beginning of our dealings with the Corps was not leaving the creek bank dry for extended periods of time. Mr. Wright said that he understood that. There has been a request for us to pump water from the upper lake area into Reach 2 to create some flow in the creek. I will discuss this with Stan to make sure he is ok with us doing that. If you wish, I will refer all future communications with Mr. Wright to you and any subsequent visits by Farmers Branch staff will be denied unless someone from the ToA can be on site. Just let me know how you wish us to proceed.
