They also stated that the Town does not sign them.  The contractor signs them as the delegated agent.  That may be why they were unaware that they needed to be filed regardless of whether
or not asbestos is present.

Clay,

 

It clearly states on the Texas Department of State Health Services Demolition/Renovation Notification Form Instruction Guide, “A notification form is required before the demolition of
a building or facility, even when no asbestos is present.”

 

The demolition contractor will not move forward without the notification because it carries a penalty of $10,000 to the owner(The Town of Addison) and the contractor.

I spoke with our Development Services Department.  They stated that filing this form is not necessary if the structure does not contain any asbestos, so I believe that we are clear to
remove the bridge.
