The permit is a state wide permit. The only requirement is that you submit an NOI (along with the permit fee) to qualify. Additionally, an SWPPP must be prepared for the project, which
was done as a part of the engineering. There is a copy of their NOI in the SWPPP manual at the UDR job trailer.

Clay, Section 107.16.1 of the General Conditions of the agreement with North Texas for the park construction states that the Contractor is responsible for obtaining a Storm Water Discharge
Permit and to provide measures to control soil erosion sediment and water pollution created by construction operations. Did North Texas obtain that permit in this case?
