David has not been able to get rid of the 0.01 foot.  It is simply a rounding factor in a critical depth situation.  He will continue to play with it to see if he can get it to disappear,
but in the meantime, I think we should go ahead and send it on to Farmers Branch as is.

Also, the floodplain study needs to be resolved and submitted to FEMA.  Has David had any success getting rid of the 0.01 ft rise?  If not, it needs to be submitted to FEMA as CLOMR
