SP 107 states that the contractor has to have experience working in a floodplain of this magnitude, so I believe this has been covered.

We have been receiving numerous RFQ’s from companies that are like brokers. They don’t know anything about the project, they don’t intend to self perform very much of it, and we are
concerned about the quality of the work that you would get from these guys. In the past, cities and other municipalities have required that bidders be TXDOT qualified. This gives them
a simple and established standard of bidder prequalification. Richardson recently let a job with this requirement. In order to assure a standard of responsibility and quality in your
bids, we suggest that you add this requirement to your specifications for Vitruvian Park. Thanks for your time.
