They don’t know anything about the project, they don’t intend to self perform very much of it, and we are concerned about the quality of the work that you would get from these guys. In the past, cities and other municipalities have required that bidders be TXDOT qualified. This gives them a simple and established standard of bidder prequalification. Richardson recently let a job with this requirement.
