However, the piers were not designed to function as columns. From the photographs, you can see that there is no engagement of the soil around the pier and that is a requirement to avoid column action. The void must be filled to create the necessary engagement between the over-sized hole and the face of the pvc. We recommend the use of pea gravel for that material. After reaching 25' of depth to install this casing, Schutte has been switching drilling tools and finishing the shaft penetrations of 7' into the gray shale. They are then installing the 12" I.D. PVC casing and reinforcing steel inside the steel casing. The PVC casing has a wall thickness of 1" which would make the O.D 14". I will include some photos with this email so you can see the void. This morning when I returned to the site to continue observation of the drilled shafts, I was able to move the shaft about 1" in either direction. After concrete is placed Schutte will pull the 16" steel casing which leaves a void of 2 to 6 inches between the soil wall and the PVC casing wall.
