The stainless steel manufacturer is concerned about having countersunk screws on top which would make it very easy for someone to remove the screws and steal the stainless steel plates. 2. The stainless steel plates would still be epoxied in place. 3. With the removable stainless steel disc filling the lifting hole, you could just remove it and use the original lifting bolt to move the bollards. Please see attached drawing.
