Clay, I’ve been looking and thus far have not located a statute that requires that a bid addendum not be issued within 24 hours of the day and time of a bid opening.  If the prospective
bidder that raised the issue could provide a reference to a  specific statute, that would of course help.

 

Fyi, I did find on the Town’s website (http://www.addisontx.gov/Departments/financial_strategic/News___Articles/Current_Bid.asp) the following:

 

Vendors downloading any bid documents assume responsibility for any and all subsequent addenda that may be released.  Addenda will be posted on this website within 24 hours of the bid
closing date.
