It appears that there is some rust bleed through in the zinc primer, perhaps some pin point rusting. Overspray and/or dry fall and maybe some surface contamination in the coating is also present. Some light sanding was performed in photo 3. This cleaned the coating up pretty well, but some of the rust bleed was left behind. In picture # 3 you can see where I used a sanding brush to see if the rust was on top or coming through from the steel. It appears that the zinc primer is coming off before the rust.
