Nancy: The revised comment response report is attached. For many of the ViewTech's comment responses , we made no reply as the comment and reply sequence speak for themselves. It is clear that there is insufficient time to make modifications to these drawings so that they are typical of TxDOT-style bridge plans. Although we have not had the opportunity to review other contract documents, the plan details do not lead us to believe that the TxDOT Standard Specifications have been fully incorporated into the drawings (the lack of a quantity summary table listing specific TxDOT bid items leads us to believe the project will again be bid lump sum similar to the previous letting). However, with respect to overall constructability, it appears that the bridge is, in fact, constructible as more than one bidder submitted bids on the project previously. Plan revisions made in response to our cursory plan review will help, but there may still be numerous RFI’s through the construction phase because of lack of adherence to typical bridge engineering practice. HNTB Corporation has not made any independent computations as to the size or strength of members shown for the bridges. Our assumption has been all along that ViewTech is capable and working professionally within their abilities as registered professional engineers in Texas. A point of emphasis for the contract documents and the pre-bid meeting will be to ensure Viewtech clearly informs all prospective bidders of the additional shop drawing preparation and contractor responsible design that is required for this project as compared to industry standard for bridge construction projects.
