Nancy: We thought it might be helpful to summarize what we understood were the mutually agreed action items from the Monday, October 12, 2009 meeting regarding the subject project. We recommend you forward this e-mail to Mr. Bruce Dunne, Icon Consulting Engineers, Inc., and to Mr. Victor Lissiak, Viewtech Inc. and solicit either their concurrence or response otherwise to the following. 1. Viewtech will respond in writing to comments from the HNTB's cursory review dated October 8, 2009. We understood Viewtech had reviewed the comments and believed they could be readily addressed. 2. Viewtech referenced discussions regarding constructability with the apparent low bidder during the design and plans preparation phase which influenced the proposed design and details. Viewtech agreed to provide information on the previous bridge projects completed by this contractor to assist the Town in accessing the validity of the constructability guidance received from this source. 3. Viewtech agreed to revise the plan format to be consistent with Texas Department of Transportation (TxDOT) manuals and guidelines and to reference/annotate construction items in conformance with the Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges. To assist Viewtech in this effort, we have prepared the attached drawing list. Please note the following in regards to the attached list of sheets. * General Notes/Summary of Quantities. A summary of bid quantities is typical for bridge plans but if the Town proceeds with awarding the contract based on the bids already received, then it is not needed. If the Town decides to rebid the project, a summary of quantities should be provided. * Reinforcing bar bending diagrams and quantities are typically provided on each detail sheet. All structural steel connections are typically designed and detailed in the plans. The current plans do not include this information so we recommend you verify with Viewtech that reinforcing bar and structural steel connection shop drawings are required of the contractor and will be reviewed and approved by Viewtech during construction. * Bridge drainage data sheets are typically provided which document the bridge drainage area, hydraulic sections and modeling results, a floodplain section at the bridge, and existing and design water surface elevations. At a minimum, the existing and proposed water surface elevations should be shown for the design and 100-year discharges on the bridge layout elevation. Water surface elevations should also be shown on the Temporary Bridge Layout for the design (2-year?) and 100-year discharges. * Our attached drawing list does not show TxDOT Standard Plans but they should be included at the end of the bridge plans as appropriate. 4. Viewtech agreed to revise the proposed design of the combination traffic barrier/hanger rod anchorage. The Town requires a rail rated at least TL-2 in conformance with FHWA crash-test criteria as specified in NCHRP Report 350 and does not want the rail to serve the dual purpose of traffic barrier and hanger rod anchorage. 5. Icon/Viewtech agreed to revisit the proposed temporary condition where falsework, similar to concrete floor slab construction, will be erected in a FEMA Floodway for the PT concrete bridge deck construction. Icon/Viewtech stated the falsework would only be required for a three to four week period. The Town is concerned that the current proposed approach could obstruct the floodway during a rain event until such time the falsework collapses and sending a surge downstream of the bridge. Incorporation of bridge hydraulic data into the plans for existing, temporary and permanent conditions (for both design and 100-year) will benefit further discussion and resolution on this issue. 6. HNTB will perform a second cursory review following Viewtech's submittal to the Town of the revised plans and written responses to the initial cursory review.
