Addison Airport requires a safety plan prior to construction.  Following is a description of the safety plan:

 

Appendix 3 of FAA Advisory Circular 150/5370-2E (http://www.faa.gov/airports/resources/advisory_circulars/media/150-5370-2E/150_5370_2e.pdf) addresses construction safety on airports,
and that can be used as a template.  Probably 90% of what is in there does not pertain to this particular project, since it is outside the Addison Airport fence, but some of the (Item
1) General Safety conditions and (Item 7) hazardous area marking and lighting might be incorporated into a brief plan, maybe the (Item 11) limitations on construction as well.  It could
literally be a one-page plan.  It does not have to be a lot, but we do need something to supplement the trench safety plan.  If Appendix 3 from AC150/5370-2E is utilized, then “N/A”
can be used for most of the items that would suffice … just a few sentences on the few items that actually pertain would be fine.
