Dear Clay, I your meeting yesterday you mentioned several reasons why the Town was requiring the vault to be replaced by the District. The fact that it was on a fire suppression line, and was vital to life safety; the fact that the waterline was new construction and the vault and the meter should be included in that new construction (and the city is willing to participate by providing and installing the meter); and then reason you didn’t include in previous rounds of comments so that we could include it in bid documents was that it was not completely open or called to your attention until late in the process. All these things would be beneficial to include as reasons why the District is required by the Town of Addison to replace the vault. I am also not sure that the brick structure houses any public utilities? Is this correct. As written it sounds like the town wants to replace the meter but can’t because the vault is inadequate, and is on private property. I don’t feel like I am in position to tell you what to do but a second e-mail focusing on why the new vault is required would be helpful in expediting this discussion. The existing brick structure is inadequate and must be replaced. Since the brick structure is not located within a public easement and houses private utilities as well as public, the Town of Addison requests that a new vault be installed for the domestic meter in accordance with the attached specification. Once the vault has been installed, the Town of Addison will place a meter in the vault. If you have any questions or comments, please feel free to contact me. Thanks, Clay Barnett, P.E.
