Karl, I will attempt to answer the questions as best as I can: 1. The vault that was installed is the correct size. 2. The meter is ready and has been for some time. However, none of the other parts inside the vault have been installed, i.e. 6” bypass and the OS&Y valves on the bypass and on each side of the meter. Once these are in we can set the meter as was agreed to. I have attached an email that I sent to David Baxter that shows the vault, meter and appurtenances. This is the same detail that is included in the plans. In the chain, Jeff Dean asks if it is in his scope to set the spool pieces, so I am unsure how this could have been overlooked on the contractor's side. These parts appear to not have been included in the scope for the vault. The Town offered to provide the meter but as stated previously we do not have the appurtenances that DISD needs nor was it the plan to provide them. Our utilities supervisor could order the parts if DISD is unable to locate them but our utilities supervisor has said it would be Wednesday before the parts arrived. DISD may be able to acquire these items in a more expedient time frame, so unless we hear that the contractor is unable to locate the parts, we will assume the contractor is handling it. Once DISD's contractor gets the appurtenances installed, the Town will set the meter as was agreed to. 3. I have not received any correspondence about setting the meter until I received a phone call from Mr. Seay yesterday. (July 29th) We will install the meter as quickly as possible once DISD has installed the necessary appurtenances. Please let me know if DISD when we can expect this to be completed so that we can set the meter. If you have any additional questions, please feel free to contact me. Thanks, Clay Barnett, P.E. The message we have been sending to Ratcliff is that they need to address the Town's requirements and need to correct any deficiencies quickly so that we would be able to meet the District's deadline of August 3rd for the Pool. After you mentioned that there was a concern with the size of the vault, I told Ratcliff to confirm the size and report back to me immediately. I have attached some pictures of their findings. Let me know if there is anything I can do on the District's side of the fence to help expedite the meter installation. I will be in the office most of the day, other than a 10 AM meeting with Ron Whitehead at Town Hall. I'm getting some mixed information on the progress and completion of the meter and was wondering if you could call me tomorrow morning so that we can discuss this issue. 1. I was told that the vault installed was not the correct size. The installed vault is 6'x11' which is the size shown on the Town approved civil drawings. 2. I was told from the beginning of the project that the meter was ready as soon as the vault was installed. I'm now being told that there are fittings and parts that are not ready and installation cannot be completed. 3. We were informed that we had to give a two week notice. I was told that the Town was informed over 2 weeks ago of what week the vault would be installed. I want to get this installed correctly but I'm getting mixed information. Substantial completion is scheduled for Tuesday of next week and is a very critical date for the district. The partnership between the district and the Town has been very successful on these projects and if there is anything that I can do to get permanent water to Loos Pool by Monday of next week, please let me know.
