Joel: You are right about the TxDOT dates – the FY 10 deadline is September 30 & FY 11 starts on October 1. I’ve attached project schedules that use the July 13 and August 10 Council dates as fixed milestones. Considering these schedules, if we go to Council on August 10, construction is projected to be finished on September 24th, leaving only a cushion of one week before the end of FY10, which may not be enough to account for weather or other construction delays. The contractor will need approximately 10 working days after the Council to procure performance bond, payment bonds, and insurance, I don’t think we can afford to bypass the July 13 Council meeting. We have completed the plans, specifications and bid documents. I am going to deliver them to the Airport, Public Works and Finance before lunch today. Also, I do not think we need to have schedule 1 completed by August 31, even though that would be good if it were … I think (per Frank’s conversation with Kari Campbell) that the August 31 deadline is an ‘artificial’ deadline established by TX-DOT to make sure everyone gets their RAMP grant submissions in before the end of the fiscal year on September 30, so TX-DOT does not get swamped on the last day of the fiscal year. Also, Frank, do we absolutely need to make the July 13 Council meeting? If the August 31 deadline is not a hard deadline, and we go to September 7 or so for the completion of Schedule 1, wouldn’t that still be enough time to get everything in to Kari Campbell, or did I misunderstand what you said about the August 31 deadline? If we go to Council on August 10 to award the bid, with NTP no later than August 16 and 30 calendar days to complete Schedule 1, then the contractor will finish by September 15 and we can get the paperwork in to TX-DOT within a few days after that. Wouldn’t that work OK? Also, that makes the wait before they can start Schedule 2 a bit shorter, because that definitely cannot start before October 1 when Addison’s FY11 starts.
