Mark / Nancy, Consultant selection for the EMAS feasibility study should follow the process outlined in FAA Advisory Circular 150/5100-14D or an equivalent TX-DOT process if there is one. In particular, the flowcharts on pages 6 and 10 of the AC provide a nice outline of the process. It starts with the release of an RFQ, goes through an initial selection, then goes to an RFP process … very much like the selection process we went through to pick Garver, but perhaps not as involved because of the smaller scope of this project. There is only one manufacturer of EMAS (ESCO/Zodiac ) and I have a contact with them; I can ask who has done the engineering / feasibility studies on some of their installations, particularly the few in the FAA Southwest Region (Baton Rouge, Laredo, Little Rock). I will try to get a list together of engineering firms that are capable of doing this kind of work. Obviously, Garver and URS will not be on that list because of the conflict of interest concerns, but we should have no trouble finding a well qualified firm to do this study for us.
