Mark, I just wanted to pass this along to you. TX-DOT has not signed off on this yet, but I am in agreement that this needs to be done. Proposed additional cost for the survey work is under $9,000 so our cost (5% matching share) would be less than $450. A few weeks ago, Garver brought out one of their senior construction guys to look at the pavements and get a sense of what the rehabilitation and overlay will include. As you know, the north end of the runway has an inadequate base and will require a full-depth reconstruction from the north end to the south edge of the Juliet intersection. Somewhat unsurprisingly – it seems obvious in hindsight – the Juliet and Kilo connector taxiways (which were constructed at the same time as the north end of the runway) show the same kinds of pavement distress as the runway (block cracking and some low areas beginning to form, some mild rutting as well). I believe we discussed this in a previous CIP meeting, but after Garver saw the condition of those connector taxiways, they immediately suggested that Juliet and Kilo be reconstructed (full depth) from the hold lines to the runway at the same time the north end of the runway is being reconstructed. This proposal is very logical and cost effective; I have not yet seen what the projected additional cost of reconstructing Juliet and Kilo would be, but I will try to get something from Garver on what they expect that cost will be. If we do not get Juliet and Kilo reconstructed as part of the runway project, then we will need to do it as part of the Taxiway Alpha rehabilitation project (which we are going to be asking TX-DOT to do as out FY12 project in place of the Taxiway Quebec reconstruction). The additional area is approximately 5 acres and is shown the attached exhibit. The project area increased due to factors: 1) Added pavement removal and reshaping the north holding apron. It’s needed to save us from installing nearly 400 feet of in-pavement guard lights. 2) During a field investigation with one of our Senior Construction Observers, we discovered that Kilo and Juliet pavement condition is poor and needs reconstruction instead of overlay.
