Mark, Here is another installment on the runway project: Garver is close to having the 50% design ready for review, but FAA is still laboring on the MOA (Memorandum of Agreement) for the parts affecting FAA equipment (primarily the MALSR, but also the VASI that will be taken out of service). If you look at the attached schedule, it shows construction starting in September. Unless we find some way to accelerate the schedule, I think it would be better not to start so late in the year … better to wait for spring 2011. We will still push hard to be ready as quickly as we can, but there are a lot of hurdles to get over, and this FAA MOA is a big one. I’ve attached our project schedule. Currently, we are working on the preliminary (50%) design for the runway and electrical improvements. We are planning to have the runway preliminary design and electrical preliminary design submitted to the Airport and TxDOT Aviation by May 4th and May 14th, respectively. Although the MOA is pending FAA Legal review, can you email me the current FAA drawing details and technical specifications that we should include in our electrical plans for the in-pavement MALSR replacement and VASI decommissioning? Please call or email me anytime if you need additional information about the project. We normally like to review and comment on 50/90/100% designs and will try to expedite the MOA process in order to provide that support. The MOA is still pending Legal's review and concurrence (as of April 23), and until we have an executed and funded agreement we will not be able to review your drawings. I'm not sure if you have provided the latest project schedule but if you have not please do. Please note my new telephone numbers if you wish to discuss it further. First of all, we want to verify that you are still the primary contact for matters relating to this MOA, is that correct? Second, we understand that the MOA review process is still moving along, but Frank advises that Garver will have the 50% design ready for review within a week or two. Frank is particularly interested in the design details for the in-pavement MALS stations (four in-pavement light bars) and removal of the VASIs for Runway 15. Would it be possible to get FAA review of the 50% drawings prior to the finalization of the MOA, particularly with respect to the items mentioned?
