Frank, That sounds reasonable to me, but I would also be interested in getting Public Works’ take on it. I would also like to know whether limiting bidders to those on TxDOT’s pre-qualified list could potentially exclude quality firms that are not Texas based or do not do that much business in Texas. Say for example that there is a good contractor in Oklahoma that does a lot of airport work, and they are close enough to be interested in our job, would they likely be pre-qualified with TxDOT? Do you think that could be an issue, or are the companies that are really capable in this area all going to be pre-qualified with TxDOT? I have attached the document with comments but below is a summary. 1. Added the TxDOT pre-qualification requirement as #1 so contractors won't waste their time if they are not pre-qualified. Pre-qualified Contractors with TxDOT should be fully pre-qualified (as opposed to qualified on waived jobs) with a bidding capacity of at least the amount of the EOPC which right now I think it's at 12 million? 2. Added a minimum of 3 projects but not more than 10 on which contractor's should have similar experience. 3. We believe this qualification should be deleted due to hard to quantify. In the bid document we can add special conditions that this job will require night and weekend work and back up equipment/asphalt plant so that contractors can factor that into their bid and be prepared for that. 4. Add that contractors should provide at least 3 projects and not more than 5 that involved P-401. In addition, were you planning on verifying the lots with PWL and pay factor for the P-401? Or do you think we should trust that the contractor that he is telling us the truth? The only way to verify seems to be by requesting testing results in addition to having contractors list the PWL and pay factor. 5. Delete due to hard to quantify. Same as in #3, we can make this a special condition and approve or reject the proposed project manager and superintendent based on that individual's experience and qualifications. The main things we think are the TxDOT pre-qualification, experience with P-401 and meeting that spec, as well as performing similar work at large/busy airports like Addison.
