Mark, This is a much better response than I had hoped for. I especially like the recognition of the importance of Addison Airport implicit in the statement from Harry Lorton that “concrete makes sense for ‘Addison’ class airport”. TX-DOT is putting the run-up areas at the north and south ends of Alpha – which we really do need – in the FY12 budget and increasing the budgeted amount for the project to $4.6 million. Joe has drafted a revised scope for the perimeter access controls project proposal, which I am going to look over. Garver has a pretty good electrical engineer on staff (Eric Farmer), and I would like to have Garver take our detailed scope and generate some cost estimates that we can provide to TX-DOT. We really don’t have the expertise to generate cost estimates, but we do have about $9k remaining in our professional services budget, which is way more than enough to hire Garver to do some cost estimating for us. Are you OK with that? I will have them provide me an estimate / proposal for what they think it should take for them to do the cost estimating before I give them the go-ahead. Just let me know. Ed and I both agree we should consider these (run-up areas) in concrete so Garver should be looking at this option with Alpha too. It will come down to how much of a swing there is between asphalt vs.concrete. I have been directed to increase the budget for this project from $3.6 to $4.6, so rest easy for now. However, you also mentioned that there may be some room in the FY11 budget, which is why you are able to consider our Perimeter Access Controls project provided that we can get the scope definition and a more reasonable cost estimate put together for you within the next 2-3 months (which we will do, no problem there). I also noted Scott’s allergic reaction when I simply observed that Taxiway Alpha “is asphalt now” (he seems to have additionally heard “but it might need to be concrete in the future” even though I did not say that). Given his reaction and what I would extrapolate to be a likely lack of support for reconstructing Taxiway Alpha in concrete, I don’t see much benefit to including the fuel farm apron reconstruction with the Taxiway Alpha project since the apron needs to be concrete and the taxiway will likely remain asphalt. If my assumptions in this regard are correct, might it not make sense to push the fuel farm apron completion into FY11? The draft program of projects that Ed provided has the cost pegged at $500,000 which I think might be a little high anyway, but if there is room for it in the FY11 budget then moving it up could ease a little of the pressure on the FY12 budget. I don’t even think this would need to affect an actual construction schedule; since it would need to be engineered first, I expect it could be late in FY11 before we get around to bidding it out, and that would work fine with us. It just seemed to me it might help both Addison and TX-DOT to move that little project from the FY12 budget to the FY11 budget. Thanks again for hosting us, we always enjoy coming to visit you guys.
