I have not responded to this e-mail, but we will not allow issues with the MALSR to interfere with the entire runway project. I have previously advised Garver and TX-DOT that we should just proceed with the runway project and the in-pavement portion of the MALSR and let FAA catch up later on the rest of the MALSR if need be. It does not surprise me at all that our MALSR was built to standards that are no longer in use; I have thought that to be the case all along, because every other MALSR I am aware of has an in-pavement threshold light bar (green lights in the pavement, with 10-foot spacing, at the landing threshold) and ours does not. Funny how that detail did not seem to matter to FAA back when we first asked to get a threshold light bar installed. I am confident that Garver, TX-DOT, and FAA will work through these issues, but I did want to keep you apprised of developments. Nothing is ever simple when an MOA with FAA is involved. The FAA is asking you and your consultants to comply with the visual guidance siting order (FAA 6850.2B). One change is that the flashers should now be at a 6 degree angle instead of 8 degrees. It is my understanding that the airport should have a 405 obstruction survey on file, so you should not have to do another survey. I hope this clears things up. If not, please let me know. We need to advertise/bid the project now to meet our construction window of opportunity for this early spring/summer. Providing the obstruction survey not only significantly increases cost but could take up to a year or more for the process. This is just not acceptable. A few thoughts...our plan from the beginning as we understood it was to upgrade the MALSR, as is. It's worked like that for many years now. Can't a flight check be done to verify acceptability of the current set up? We also don't understand why an obstruction survey is required for a non-procedural change. These comments require an obstruction survey. An obstruction survey and analysis was not included in the sponsor activities listed in the MOA. b. ACTION – FAA will verify if these revisions and obstruction survey will be required. Obstruction site survey will be necessary to determine the aiming angle of the flashers as well as the the height of the MALSR structure. 2. FAA Comment - All penetrations in MALSR shelter shall be through the floor. a. ACTION – FAA will provide MALSR shelter drawings that show floor penetrations. Please find the attached drawing for your reference. 3. FAA Comment - MALSR and REIL GFM list will be provided at a later date. a. FAA has MASLR GFM list and will provide REIL GFM list. Please find the attached GFM list for MALSR. REIL GFM list will be provided to you at a later date. 4. FAA Comment - REIL control rack must be located outside runway object free area. a. Runway and parallel taxiway object free area overlap. REIL control rack cannot be located west of the taxiway, since this is private property. b. ACTION – FAA to confirm if REIL control rack can be frangible-mounted and installed at current location, which is outside the runway safety area (approx. 330 feet from runway centerline). REIL control rack can be located outside of the the OFA at station 13+00 (RWY centerline) or by the localizer shelter; whichever is outside of OFA of both runway and taxiway. For most of the other comments, we will incorporated required revisions into the construction drawings. We have minor questions about a few other comments.
