Regarding the use of electrical tools at the Million Air ditch, I believe it is an OSHA requirement to have GFCI protection. It is good that the generator is grounded, but that is not sufficient. An in-line GFCI protector can be purchased at Lowe’s or Home depot for about $20 to $30. That’s fairly cheap insurance to protect your workers from an electrocution hazard. Contractor installed GFCI breaker on the generator yesterday. 2. Can you verify that placement of the light cans along the runway edge (in particular) is being done according to a survey, they are not just measuring from pavement edge and putting cans back where they were? You cannot assume that the cans were correctly located in the first place. Light locations are being identified with surveys. Contractor has been marking trench alignment with measurements from edge of pavement. 3. Has anyone contacted David Freeman to locate the ILS calibration markers? Also, there are a number of additional concrete markers for FAA-owned cables; if those have not been located and marked, they need to be. Contractor and Garver are coordinating with David Freeman through FAA RE, Grant Hightower. The contractor has agreed to the following: 1. The contractor will discontinue use of electrical tools in the ditch. The generator is grounded. 2. The contractor will remove sediment from the concrete banks. 3. The contractor will install rock gabions at the entrance to the 2 - 66“ culverts. These will provide sediment protection that should withstand high-water, high velocity flows. 4. The contractor will install sediment logs on the south side of the stockpiles to contain sediment runoff. Joel also mentioned work near the south end of the runway where the contractor’s auger damaged airfield lighting cables. Wayne is investigating with the contractor to determine if all airfield lighting is still operational. If not, we will direct the contractor to repair and restore airfield lighting before dark today. The electric generator they were using did not appear to be properly grounded. 2. They dug sediment from the bottom of the ditch and laid it on the banks. I am concerned that it will erode and cause problems for the airport within their drainage network. Is it possible to place a rock check dam at the headwall for the 2-66” pipes?
