There is a concrete "cap" over the culvert pipes (see attached).  It is approximately 12-18 inches thick on both sides of each pipe, and presumably thicker between the pipes.  If this
is insufficient, let me know and I will relay that to the contractor.  If it is insufficient, they will be required to excavate and remove all the existing concrete, at which point it
would be easier to simply remove the entire assembly and relay new pipe and encase it.  What do you want me to tell them?
