After our meeting with Dan Claasen and Corey van Trease this afternoon, it appears that their engineer was working with a bad assumption, that being that the largest aircraft
that would operate on that ramp would be a 22,000-pound Citation. When we talked to their engineer on the phone, it was very evident that he had no thought at all of designing to support
Gulfstream G550s or Global Expresses. But with the hangar door height they have, it makes no sense at all for them to design for anything less. Claasen is aware of that now, and I think
he’s just trying to get his head around the idea that they are really going to have to do something to beef up the ramp or else it will have a serious adverse affect on his ability to
market the facility. From that meeting, it does not seem at all as though this was a deliberate attempt to cut corners; it just looks like a very costly (but honest) mistake to me. At
least they didn’t pour the concrete (it could have been worse!).
My personal view – and granted it is not my money that is being spent – is that they need to redesign the ramp for G550/GLEX class aircraft, which means they would have to
pull up the steel and the forms, re-work the base, and pour about 9 or 10 inches of concrete. They have a 40 year ground lease, so their options are to (1) weight-limit the aircraft
that can go in the facility – and keep in mind they want to do a Phase 2 at some point; (2) plan on reconstructing / repairing the ramp after it comes apart under heavy aircraft loads,
and possibly pay for damaged aircraft in the bargain; or (3) bite the bullet now and build it to the strength it needs to be. Alternatively, if they can demonstrate to everyone’s satisfaction
that the base as currently constructed with 6 inches of higher strength concrete would be adequate to serve some reasonable (but less than 96,000 pounds) aircraft weight, I think we
should at least give that some consideration. But my gut feeling is still that they would be best off with a do-over on the base, the forms, and the steel and put down a ramp that can
handle at least 90,000 pounds comfortably (100,000 pounds would be better, though). There is a good reason we are reconstructing most of our taxiways with 10 inches of 4,000 psi concrete.

Just an FYI, the contractor for Exechangar was going to pour 5” concrete with no subgrade in some areas. David Wilde red tagged it and brought it to my attention. I pulled the plans
and they call for a 6” concrete on a 4” subgrade, which meets the FAA circulars. They called their geotech engineer to issue a report saying that they could pour 6” concrete over no
subgrade. The original report dated Sept 23, 2009 had 6” concrete on a 4” base in accordance with FAA Circulars. They issued a revised report on January 22, 2010 that called for 5”
concrete on 4” base. I have informed them that the paving design must be in accordance with the FAA Circulars.

According to Mr. Helmberger’s letter dated 2/19/10, “per the Owner, the largest typical aircraft anticipated to utilize the hangar is a medium size corporate jet such as a Cessna Citation
having a gross weight of 22,000 pounds.” FAA Advisory Circular 150/5320-6D, Section 504 (b) requires a minimum subbase thickness of 4 inches for concrete pavements serving aircraft between
12,500lbs and 30,000lbs. Please incorporate this information in the pavement design for the apron and revise the geotechnical report as required.
