Airport staff is in complete agreement that the pavement design must be in accordance with published FAA guidance (advisory circulars). I am also greatly disturbed by the
statement that “per the Owner, the largest typical aircraft anticipated to utilize the hangar is a medium size corporate jet such as a Cessna Citation having a gross weight of 22,000
pounds.” This is not consistent with what was previously represented with respect to the size of aircraft being targeted to use the facility, at least while I was present. I recall a
previous assertion by the project owner that one of his anticipated owners operates a Gulfstream G-III, which has an operating empty weight of 38,000 pounds and a maximum take-off weight
(MTOW) of 69,700 pounds. The hangar elevations in the plans we have show a door height of 28 feet. The tail height of the Cessna Citation Sovereign – that tallest of the Citations –
is only 19 feet 11 inches. Why have a 28-foot door height if you don’t plan to have anything bigger than a Citation in the hangar? (The Sovereign has an MTOW of 30,000 pounds; the Citation
X has an MTOW of 36,100 pounds.) Tail heights for Gulfstream aircraft range from 24 feet 5 inches (G-III) to 25 feet 10 inches (G-V / G500 / G550); a door height of 28 feet makes sense
for these aircraft. The G550 has an MTOW of 91,000 pounds. The Bombardier Global Express (GLEX) has a tail height of 24 feet 10 inches and an MTOW of 96,000 pounds; it too could be accommodated
by the proposed hangar. You don’t build a hangar with a 28-foot door to house Citations: you build it to accommodate a Gulfstream or a GLEX.
I would like to hear from Bill Dyer what was represented to him by the developer and whether that is consistent with my recollections. I never saw nor heard of the 2/19/2010
letter stipulating that the largest typical aircraft to use the facility would be a Cessna Citation with a maximum weight of 22,000 pounds. It sounds to me like a dodge designed to reduce
the cost of constructing the ramp. If Bill’s recollection matches mine, I think we need to call the developer in for a discussion of the requirements. A mere 5 inches of concrete is
definitely unacceptable, and honestly I don’t think 6 inches will be adequate for the size of aircraft that will fit in that hangar. There is a good reason we have been using 10-inch
concrete on our taxiways, you know.

Just an FYI, the contractor for Exechangar was going to pour 5” concrete with no subgrade in some areas. David Wilde red tagged it and brought it to my attention. I pulled the plans
and they call for a 6” concrete on a 4” subgrade, which meets the FAA circulars. They called their geotech engineer to issue a report saying that they could pour 6” concrete over no
subgrade. The original report dated Sept 23, 2009 had 6” concrete on a 4” base in accordance with FAA Circulars. They issued a revised report on January 22, 2010 that called for 5”
concrete on 4” base. I have informed them that the paving design must be in accordance with the FAA Circulars.

having a gross weight of 22,000 pounds.” FAA Advisory Circular 150/5320-6D, Section 504 (b) requires a minimum subbase thickness of 4 inches for concrete pavements serving aircraft between
12,500lbs and 30,000lbs. Please incorporate this information in the pavement design for the apron and revise the geotechnical report as required.
