This is what is specified in the bid documents:

 

MATERIALS TO BE FURNISHED BY AT&T:    AT&T will provide all appurtenances necessary for the construction of the AT&T telephone duct bank system.  Appurtenances shall include conduit,
manholes and pull boxes.  The appurtenances will be delivered to the project job site for this Contractors’ use in constructing the telephone duct bank system to AT&T standards and specifications.
 The unit price cost in this proposal shall include all labor and associated costs for construction of the duct bank system including trenching, concrete, rebar, embedment, placement
of the appurtenances supplied by AT&T, and trench backfilling.  

 

So AT&T is to provide all conduit, manholes and pull boxes for the contractors use.  That is the same as what they provided in Phase 1B.
