I did some research on the 12" water line and cannot be abandoned. It line provides service to the various users on the south side of Spring Valley Road between Vitruvian Way and Midway
Road. The 16" functions fundamentally as a transmission line to serve the elevated water tank near Gillis Road. I hope that is he information you needed.
