Nancy The water line lowerings that were priced up in the original bid were assumed to be 8” with 20’ of pipe being lowered a couple of feet. The raising of the 16” requires more expensive fittings and special couplings as were shown in the quote that I forwarded with the change order pricing. The raising also involves a non-standard type of pipe that requires, not only special fittings, but special handling and disposal as well as connections that are more in depth and time consuming than a straight pvc to pvc connection. The existing line is also 11’ deep and the original bid item was assumed to be at a max of 6’ deep. The last thing to take note of is that a 16” line takes longer to install than an 8” line, with the larger (and special) fittings, bigger thrust blocking (more than double in size), extra spoils and use of embedment. All of these little things add up to a significant amount of time that NTC will be working on this raising that is not equivalent to a typical 8” lowering. Please let me know what you would like from us to better justify our claim. NTC cannot continue with the altering of the 16” water line until we have an agreed upon change order for this work with the Town of Addison. This is a very pressing issue per the critical path schedule and will significantly alter said schedule if we allow this to drag out. All of the pricing that has been supplied is on the assumption that the existing 16” water line is, in fact, an Asbestos Covered line as the City of Farmers Branch has told us. If the line is not an AC line, it most likely will then be an RCCP line which would further alter the pricing to move it. We need to tap this line with a 2” tap in order to find out what type of material it is for sure. Tapping this line will also allow us and Farmers Branch to insure that their existing valves are working properly and have fully shut off the flow of water prior to us removing the line for the raising of it.
