Nancy, I am gathering materials for our meeting tomorrow to discuss the contractor incentive on Spring Valley/Vitruvian. Can you let me know when NTC was actually given notice to proceed on the project? The total incentive from the contract is based on how many days early they finish the project relative to the original contract time which was 271 days plus change orders. They will be paid $3000 per day that they finish before the original contract time assuming they also meet the July 15th deadline. I think we need to discuss two things tomorrow. First, what is going to be acceptable for substantial completion on July 15th? The contract states that all proposed travel lanes are to be permanently open to the public prior to July 15th. My interpretation of this would be for all paving, vehicular pavers, striping, and signing to be in place and operational. The only issue I see would be if we will require the signal or street lighting to be operational by this time. Second, we need to discuss how the final contract time will be interpreted. The incentive was not divided in the contract but we currently have separate change order addition days (Vitruvian had 14 days, Spring Valley had 6 days). Depending on where the 14 days puts us in relation to the beginning of school, we might want to reset the total project time to 285 days to simplify things. We can discuss this more tomorrow.
