If that is what the approved specs for the job call for, I guess that will work.  After all, it has been signed by an engineer.  The connection to existing would require epoxy in the
existing concrete and lubricant and cap on the end that will be in the new concrete.

Specs call for 12” smooth dowels on new concrete with 6” in and 6” out.

Where new abuts existing, 24” smooth dowels with 12” in and 12” out.

Nothing on details about using epoxy to hold in place but Rick recommended it.  Have not read specs yet though. Your take?
