Robert,

We inspected the removed concrete areas and confirmed the presence of a
cold joint.  Although the cold joint is present in the two panels on the
north side that were removed, it was not apparent in the north face of
the southern panels.  Therefore, it is our conclusion that the removal
of the northern two panels removed the bulk of the area that contained
the cold joints and the south panels can be covered under the
maintenance bond for the project.
