I understand we can start the read at 0 but if anyone has access to use water at the site right now, we would prefer that we have an application on file. Without their info it is easy enough for them to use the water and then leave town or claim they are not responsible because they never applied for an account and agreed to terms of service. Even if you have a number for him we do not mind contacting him, and we would be happy to assist in any other way we can. Lewandowski; Clay Barnett Subject: RE: 14909 Bellbrook The last I heard was Ross Boorhem (sp?) was trying to find a utility contractor that could bore under the street for the new service tap. There is no free water. When they apply for service, the reading started from 0, and all usage is to be paid with the first billing. Since our Utility Department does not have the capability to lock a one inch inline curb-stop, the only way to ensure that the curb-stop does not get operated by unauthorized personnel is to remove the meter. But even then, the curb-stop would still be available to connect a hose to. At least with the meter in we can track usage. I will call Ross tomorrow to find out more and to let him know that I need to be informed at all times when anything is done for the water service, and that whoever is going to do the bore will have to take out a ROW Permit to access the water main.
