At that meeting I informed Mr. Fredrick that if he hired Garver, Freese & Nichols, HNTB or KSA Engineers that we would waive the requirement for a review. · October 7, 2010 – First Plan Submittal. · October 28, 2010 – Comments were prepared on the first submittal. I contacted Mr. Lynn Kadleck to schedule a meeting to present and discuss the plan comments. · November 3, 2010 – We held a meeting with Mr. Lynn Kadleck to discuss the plan comments. Representatives from Garver, Airport Staff and Grantham were present. · December 3, 2010 – Second Plan Submittal. After January 7, 2011: I received an email from Mr. Lynn Kadleck (attached) on January 10, 2011. He expressed concern over some of the comments made regarding the detention and asked that I review them. I forwarded the drawings to Grantham to review and formulate a response. They returned some concerns about Mr. Kadleck’s position on their comments on January 14, 2011 (email attached). I contacted Grantham on Tuesday, January 18, to discuss their concerns. After discussing the issues with Grantham, I decided that a meeting would be the most expeditious venue in which to voice all of the concerns and come to an equitable solution. I called Mr. Kadleck on January 19, 2011, but was unable to reach him. I sent an email requesting the meeting and he responded later that afternoon that the meeting time would work for him and that he would be attending. At that time Lynn Kadleck told me that he would be out of the office until January 3, 2011. He requested a meeting to discuss the comments on January 4, 2011 at 1:42 pm. We arranged to meet at 3:00pm on January 6, 2011 (yesterday). Chris Robinson with Grantham & Associates was present at the meeting along with Bill Legget, the architect for the project. At the meeting we discussed the comments pertaining to: 1. Detention – They began with a request to waive the detention requirement. I informed them that we have had some serious drainage issues in this area and that even if I had the ability to waive the detention requirement that I would not do so in this instance. I also informed him that we had met with TxDOT aviation and assured them that we have a policy of requiring detention for this area and would continue to enforce the policy in this area. Additionally, we discussed some errors found in the calculations for the detention area. Finally, we discussed the use of an alternate material for the detention system. I informed him that they were permitted to use any material that was serviceable and that had been used on an airport, under paving, in the United States with good results. 2. Pavement jointing and rebar – They were confused by the aviation standard for pavement design. They stated that they were unaware of this requirement and had not come across this before. I informed them that this is a standard for airports which is quite different from developing a retail development. I informed them that they could find more information in the TxDOT Aviation website. They stated that they would look into it further. 3. Routing of the water line - They were proposing to route the water line back to the location shown on the original submittal. This was commented on because large dead end lines compromise the water quality of the water distribution system. I informed them that there is a water line in Taxiway V that would be available to connect to. This would allow them to construct the water line as proposed without compromising the quality of our water distribution system. Additionally, Ron Fredrick was here yesterday speaking with Lynn Chandler and Bruce Ellis. He asked what he needed to get started on the ramp area. I informed him that he needed to submit a right of way permit, a copy of their insurance and a letter stating that they were aware that the plans were not approved and that any revisions to the approved plans that impact work that has already been completed would be removed and reinstalled in conformance with the approved plans. I also informed them that they would need to install all of the erosion control devices shown on the erosion control plan prior to beginning any grading.
