Lynn, The Town of Addison has reviewed the attached jointing plan and takes no exception to the dowel bars being limited to the areas indicated. However in a meeting with the developer and his architect this morning, they have expressed interest in paving the area out to the taxiway. In this instance the dowel bars would be required along the taxiway. On another note, the joint plan as laid out appears to be a Jointed Reinforced Concrete Pavement (JRCP). There is a design method that should be used to determine the reinforcing size, spacing and joint spacing all of which are interrelated (i.e. the amount of steel affects the joint spacing and vice versa). Submit the JRCP design in accordance with the FAA Circulars with the next submittal. Alternatively, specify that the reinforcing steel it to be cut 3" from either side of each sawcut joint. Under the alternative method the concrete is no longer continually reinforced and the JRCP design procedure is not necessary. If you have any additional questions, please let me know. As I mentioned, the other edges will not have the loading on them since the aircraft only park in these areas and the weight of the aircraft does not get close to the edges.
